I told my friends about this tip but I wish if I can find this in the IELTS official website , do you have a link for that please. So I can confirm that info with my friends.

It means that the full meaning of the statement is not there. It means we don’t know if the statement is right or wrong because there isn’t enough information to judge. But some of the words will be there – just not the full meaning.
